'OC' stands for Optical Carrier and is used to specify the speed of fiber optic networks conforming to the SONET standard. SONET, (Synchronous Optical Networks), includes a set of signal rate multiples for transmitting digital signals on optical fiber. The base rate (OC-1) is 51.84 Mbps.

AT&T Inc. announced two enhancements to the Synchronous Optical Network (SONET) service portfolio, which will allow both wholesale and retail business customers to better converge voice, data and video capabilities over Internet Protocol (IP)-enabled networks.

Here's a quick document I created for school a long time ago about Time Warner's Hybrid Fiber-Coaxial Network. It goes into some detail on how they bring you cable internet, TV and VOD (Video On Demand) It also includes a large image with the cable sepctrum and explains how they operate their own SONET(Synchronous Optical Fiber Network) ring.
